        Dale and anyone else:

        Hypothetical question: In California, in 1966 and 1967, if a resident [in those years, or thereafter] was to buy a (used) Corvette of those model years from outside that state, without K-19, and "bring it home", was he/she obliged to retrofit with GM service components equivalent to K-19 to pass the smog test ?

          In those years there was no smog test to pass. However, theoretically, the DMV could make a requirement that an AIR system be added. It's my understanding they did not, though. If the vehicle had a certain number of miles on it (3,000 as I recall) and was brought in from another state, the only smog equipment it had to have was that which was originally installed on it as verified by the engine code. If any car had smog equipment removed, then that equipment had to be replaced for registration in California.

          For awhile, there was a retrofit requirement for all cars in California but the requirement only kicked in at change of ownership. This requirement was in place in the early 70's and was known as the "NOX Device" or "Echlin Device" (after one of the manufacturers of the device). It was, basically, an ignition retard device and made cars equipped with it run terribly. So, these devices were disconnected about as fast as the owner left the installation shop. Still, they had to be on there and functioning at the time of change of ownership. This was dropped a long time ago "due to popular demand".

          No other retrofit requirement for smog has ever been in place in California to my knowledge.
