The one I would be looking for is an unquestionably original VIN tag which matches the VIN derivative on the frame together with a solid title matching that VIN that can be tracked through at least a few previous owners (in other words, not a "fresh" title that some clever operators in the automotive world can create "out of thin air", something that can be done in some states).
I think the chances you're going to get the above is about one in a billion. There might be some other ways to get to something I would consider 100% solid. Let's see what they have to offer.
Keep in mind that what they currently have is a VIN and associated title which do not match the car the VIN tag was installed on. That means they do not have the car which they have the VIN and title for. But, they do have a car which they have no proof or documentation they own. It's simply a car which they possess but have absolutely no proof of ownership. That's a real conundrum and I don't know any legitimate way out of it. Assuming they were even aware of the discrepancy (and they should have been even if they were not), they tried to solve their problem by passing the problem on to you.
One approach that I would consider likely here is for them to refund your purchase price and then try to sell the car to someone else who has less informed advice and is less discerning. In other words, pass the problem on to someone else.
