Just guessing, but isn't there a slight bend in the hambone near the mounting hole? I'd install the hambone so that bend puts the belt towards the seat allowing more room for the belt to loop through the hambone and not jam against the floor. That probably would explain why left and right side 'bones are oriented opposite from each other.
