I know that fitting should be steel, and on many of the 1969 & 1970 Holleys I have seen it is plated black -- but that picture sure looks like brass.

it is plated steel as brass would be too expensive.

Here's some pics of a NOS service replacement that was purchased over the counter in either 1970 or 1971. Good view of not only the original Weatherhead stamping, but also the mild steel tubing without rust.
