It's not just late-build cars that have the "8 degree BTC" spec for the L-46 (and never-released 1969 LT-1) on the "CF"-coded, GM #3956682 emissions label. Attached is a photo of the original label from a November, 1968 built Corvette. It's the same as the one originally installed on my September, 1969 original owner car.
So, if the "CF" label was changed to the "4 degree BTC" spec, it must have occurred AFTER your October, 1969 built car was built. I doubt such a thing occurred and I also doubt that it would have occurred without a change in part number.
Making matters even more confused is the fact that the initial timing setting for the 1969 L-46 is specified, variously, as 4 and 8 degrees BTDC in other references.
So, what label was reproduced for the currently available "CF" reproduction? I don't know.
