That's correct. The 67 model year was the first for several new "safety Items", including the rounded edges on the horn cap.
This new design cap was part of "new products' for 67 and it would have been included on the very first 67 that rolled out of the St Louis plant.
The 67 horn cap was a different part number than the one used for 65 and 66.
The 67 model was the beginning of the most aggressive safety campaign of the 60's for the automotive industry. It wasn't limited to Corvette, or even General Motors.
How many new safety items can you think of for 67?
I certainly hope judges are not deduction points for 67 horn cap flag black/white patterns that don't agree with some other 67 horn cap that's on a car a few VIN #'s away. Again, there's no such thing as an incorrect black/white pattern for 67. Either would be correct for the entire 67 model year.
