As an ex-service manager of 15 years for a GM Buick store in the early 70's to mid 1980's we were instructed by our Zone Office that at the "pre-delivery" inspection we were to punch out the key blanks / slugs, (which our Parts Manager had a hand held tool to do this with) put all 4 in a small manilla envelope and give this to the salesman of the customer and he would talk about these at the time of 'New Car Delivery".
