'66 L79 Vert #1241-- My mechanic told me I likely had a high pressure oil pump installed (before I bought it) because the oil pressure reads 70-80 psi all the time. Would I fail PV if that's true??

If the gauge "reads 70-80 psi all the time" then your problem(s) are more than the pump relief spring.

The tube is be adjusted so that the pick-up screen is about 1/4" off the bottom of the pan. After the tube is installed, but prior to tack welding, the tube can be rotated slightly to achieve the proper clearance. Then, tack weld it.

And remove the bypass spring from the pump before tack-welding the pickup, then re-install the spring.
