    I agree, but the sticker is not a judged part according to the book or score sheets...

      Applying the standard would require a deduction for the NCRS decal .

        Tom, same in Indiana in 50's and 60's. State Police would affix a paper sticker, about 3" X 3" IIRC, on lower driver side windshield. Lights and wipers were checked and I believe registration that was usually in a clear plastic holder on the steering column unless a Sun tach was mounted with a hose clamp on the column. Checks were made regardless of year and had nothing to do with getting license plates. Currently in TX new car is inspected before sales transaction. Steve
