I can only speak for Ohio, but the Highway Patrol does inspections at random along the road. Some cars get it, some cars don't. I remember by dad's 73 Chevrolet going through the process ( back in 73 ). The inspector installed the sticker in the front glass. The dealer had nothing to do with those.
Tom, same in Indiana in 50's and 60's. State Police would affix a paper sticker, about 3" X 3" IIRC, on lower driver side windshield. Lights and wipers were checked and I believe registration that was usually in a clear plastic holder on the steering column unless a Sun tach was mounted with a hose clamp on the column. Checks were made regardless of year and had nothing to do with getting license plates. Currently in TX new car is inspected before sales transaction. Steve- Top
