Rebuilding a 59' WCFB Carter Carb.

I am doing a complete rebuild of my WCFB carb. Included with the parts is a small brass needle about half the size of a float needle and a small ball bearing. In the parts breakdown list the ball bearing looks like it's for a starter switch housing that my carb does not have. I thought the small needle was also not for my model carb until I broke it down and soaked each section in carb cleaner and after soaking the middle section, low and behold I find the old small needle in the bottom of the cleaning fluid. My best guess is that it goes beneath the jet and housing assy.-pump. Could anybody confirm the location of this single small needle and can I ignore the little ball bearing....Jim.
