The two things that come to mind are the choke vacuum break adjustment and probably the main reason the chokes don't fully close even with outside air temps warm is proper choke coil adjustment. If the choke coil does not fully close the blade the highest idle on the step will not set. After start up when the vacuum break pulls the choke open slightly if you tap the acellerator pedal the high idle will set at the next lower step, that's why Bill stated to not touch the pedal.

Making someone use dry ice to check something like that is just not right IMO..

Clem, I think it would be wonderful if you could work on Dave's choke since you know more about it than most.
Would be a shame to lose OPS or PV for something as simple as a fast idle.
A cheater that will at least raise the fast idle above 800 would be to do as mentioned above. Manually set the choke rod/cam on the highest step on the fast idle cam. Then start the car without touching the pedal.

You didn't ask but say you have a 57 to 65 FI car sitting out in the sun waiting for the ops/PC check for fast idle. You can stand there and watch the so called choke move all by itself because the sun is baking the bi-metallic coil under the choke cover. So then no way will you have the fast idle the manual calls for.
But most of the gang that judge already know this tidbit of info.

Do you know that one of the most difficult things about sponsoring a judged event is the cold start? Cold start is a topic unto it's self and the Show Chairman and his team must insure that they have their show set up so this step can be pulled of with little fanfare.
The Pittsburgh Tri State chapter has this covered for our upcoming Regional Sept 6th.
Our Show chairman is the man asking the question here. None other than our boy Dave Kitch. Dave has the details down dead nuts. Tru story. JD

There is no cheater method in my statement, the proper adjustment for the Holley is for the fast idle to set on the highest step when the choke fully closes. After the vacuum break pulls the choke open slightly, when you touch the accelerator pedal the fast idle will drop to the next lower step and so on until the choke fully opens.

The high idle is set with a fully warmed engine manually setting the high step on the fast idle cam and adjusting the engine RPM to the book spec. The proper setting for the choke coil is at approx. 70* the choke should close tightly but not slam closed as with cold air temps. If the air temps are warm and the choke coil does not close the butterfly completely don't expect the engine to fast idle at the book spec. Surely these judges should know this...
