I have several pieces of rental property and sometimes get irresponsible pet owners. Cat urine is horrible to get out of anything. Natures Miracle then vinegar is generally my solution, but I have had to replace subfloor so if it is in seat foam, insulation, or other absorbent material, be prepared to replace it.

Could it be from Flood damage? That is why the carpet was taken out?

Flood damage would give a mold smell not ammonia.

There was a time when I was a big time landlord. Luckily that is not the case now. Although I am an animal lover I would not permit pets. Anytime someone had a cat and didn't take care of it the rug and flooring would be history. Only cure was to rip it up and throw the carpet in the dumbster aka dumpster.
As mentioned Moth balls give up ammonia smell.
Throw some Bounce dryer sheets in the car. Sprinkle some Arms Baking soda (haha) over the carpet. Or call our friend Al Knoch. Good luck, JDS

The highest probable cause is the neighbor's cat.
The FIRST cure is to eliminate the source---------------and for fear of repercussions, I'm not going to expand on my methods of source elimniation!

And I love animals-------------------------as long as they're dogs-----------------they're trainable!

Flood damage would give a mold smell not ammonia.

You are most likely correct. I was thinking they used ammonia to kill the mold.

Tom, that is because cats are not dumb enough to let you tell them what to do, maybe a reason Egypt worshiped them by the way I have a cat and a dog.
