Based on what you have described. I might question the proposition that the gauge itself is "working", at least properly. It should deflect rather strongly to the positive after cranking and starting the engine, at least for a short period of time. Keep in mind that the gauge is really a very sensitive ammeter and should be tested with great care, but you should verify deflection in both directions with the same low (less than 1/2 volt) (0.5 or less) deflection in both directions should be equal under that condition.
