    Based on what you have described. I might question the proposition that the gauge itself is "working", at least properly. It should deflect rather strongly to the positive after cranking and starting the engine, at least for a short period of time. Keep in mind that the gauge is really a very sensitive ammeter and should be tested with great care, but you should verify deflection in both directions with the same low (less than 1/2 volt) (0.5 or less) deflection in both directions should be equal under that condition.

        Did you look at the diagram?
        Clean the junctions at the horn relay, and at the solenoid.
        Your red car looks like it is listing to sta'b'd in your avatar.
        That might have something to do with it.
        It's the Coriolis Effect.
