The problem you describe is very common. You may be able to gain additional clearance by using a slightly different length belt. However, under almost any circumstances the clearance is going to be minimal. I believe that's why the belt guard was added.

If the belt is properly aligned and tightened, it should track true without movement.

Yes, I'm sure there would be a judging penalty if the "non-correct" belt were to be discerned. You have to decide what's more important to you.
