As noted in the Judging Reference Manual and elsewhere, the standard is "as delivered by the dealer" not as it left the factory. BG has the "as it left..." standard. So, NCRS assumes that everything that was tossed in the back of the car before the car left St. Louis has been installed during normal dealer prep.
Really, guys, this isn't that tough. The AIM will even tell you if it was installed at St. Louis in place or if it was in the back of the car - I'm at work and can't look it up here. If it was in the back then you have the option of not installing it but just presenting it to the exterior team - the same as you would the front license plate holder. If it was installed on the front of the car at St. Louis, then it should be there no matter what your state mandated.
