    I should use a "bad quality" (soft) paint remover, and very lightly, step by step, should start removing the new paint in the suspect area, near the oblong hole. I'm sure the remover will not attack easily the old painted numbers or the remains as well. Be cautious.

        Thanks a lot for this advice. It is working well. The stencil is definitely there, as the paint only goes up to the first line of characters. The second line is a little rusty but so far I can make out most of the numbers. I've use a little stripper then wiped with a paper towel and alcohol.

        I just need some of the characters visible for judging, correct?

          Well here is what I uncovered, then proceeded to over due it on the first character. So how visible does this have to be to pass judging?

            Regarding judging I have no experience about it, sorry. But the stencil is there and that's important.

                Well I exposed it with some cheap weak paint stripper, then wiped it with alcohol, which helps it show up nice. Not satisfied, I tried a little lacquer thinner which is how I erased the first digit. At least I just tested it on the one spot.
