69 Cowl panel access panel?

Does anyone know what this panel is for?

It's right behind the brake booster if it helps.

it is not an access panel.

the plate is a support plate. The 4 bolts that go through it secure the brake/clutch/column support components uder the dash area inside the car.

And here I thought it was some "secret" panel that would let me get at those top booster nuts...

I kind of thought the same thing -- I removed it and nothing behind it.
I could not figure what it was for - not until I did the body-off resto, then I figured it out when I tried to get the pedal assembly out.

trust me - I was equally as bummed out. I had to do work under there when I first got the car. removing that booster SUCKS!
I have NO idea what they were thinking about when putting those nuts up there, specially the one up top and to the left side YUK.
