I don't know of any source for such upper a-arm shafts. As a matter of fact, you could never even get the original shafts from GM as separate pieces. They were only available as part of the complete arm assemblies.
While Federal-Mogul/Moog does offer off-set shafts for 63-82 Corvettes, they don't offer them, or even standard replacement shafts, for C4 Corvettes.
If such parts are available, at all, I suspect a source like Doug Rippie Motorsports would have them or, at least, know where they are available. Unfortunately, I expect if they are available, they're going to be some high-dollar type, specialty racing parts which is probably not what you're looking for.In Appreciation of John Hinckley- Top

Have you removed the "fat" washers in addition to the standard shims?
How much negative camber do you have? I removed all my alignment shims and got to about -1.0 degrees. You'll get much more negative camber by removing the fat washers. (It was not an allowable modification in my class.)
With BFG KD tires I got very even tire wear in many autocross events. Are you running a sticky (DOT or slick) tire?
