      Vacuum modulator?? Vacuum line to the modulator attached??

          Leif nailed it. Check at intake manifold for vacuum line connected as well. It is also possible the vacuum modulator has failed. Check the vacuum lines and connections first.

              Yep, what they said. My TH-400 did the same and it was the modulator.

                      Because you pulled the engine, also check the throttle and shift linkage are properly adjusted.
