What type of gun works on these rivets?

No type of gun sets those.
If not mistaken it requires an air hammer and bucking bar.

They are made of soft aluminum and as noted above you can use an air hammer with a bucking bar. The aluminum is so soft that you can also use a hammer and back up the rivets with some type of steel plate.

If that rivet is the one you plan on using for splash shield installation you might want to double check if correct type. Per UPC 1 sheet D9 rivet #9409244 is a #100 countersunk head aluminum rivet 3/16 X 7/16 pointed head.

FWIW I set some 1/4" dia STEEL rivets yesterday for a bracket on a bumper, it took more time to get out the tools and set up for the job than it did to set the 2 rivets.
