    Silicon applied to where the terminals attach to the bulb will only help if the seal has not yet been breached. If air has already entered the bulb, it's all over.

      Wonder if you could put them in a vacuum chamber with high temp epoxy or on the terminals lugs then pull a vacuum prior to it setting - if there were already a breach you would see bubbles rise through the epoxy.

      An old 2 gal pressure pot - piece of 1.25" thick plexi sheet and a vacuum pump.

      Of course the ideal way would pull a vacuum then reflush with nitrogen, then pull again and seal the terminals... this would require a chamber with gloves or someway to apply the sealer without breaking the chamber open.
