'65 Differential to Crossmember Mounting hardware per the AIM???

So i have been reviewing the '65 AIM before I reinstall the crossmember to the differential. The AIM calls for lock washers to accompany the 4 mounting bolts. My car has heavy flat washers and from the looks of the washer outline/footprint on the crossmember surface it has always had the heavy flat washers. Can I assume this was a factory assembly error? One of the bolts and washers is pictured with the AIM page.

I've seen both lock or flat. I like thick flat and a dab of blue Loctite myself.

ID= .438 basic .453 max .433 min
OD= .875 basic .905 max .868 min
Thickness= .083 basic .104 max .064 min
