On a 70, should there be constant 12 volts from the 10 gauge red wire that runs from the battery connection on the solenoid to the horn relay? I am getting no voltage to the relay with key on or off. Doc Rebuild's wiring diagram tells me that there should be. What am I missing?

Yes, there should be 12 volts at the horn relay bus at all times. If there isn't, check for voltage at the starter solenoid. Common reasons for an open between the solenoid and relay include a blown fusible link or loose/dirty connections. The link is near the solenoid.Mark Edmondson
