I'm a 22 year Air Force veteran/retiree. Been out for 21 years now. They used to issue the DoD, facility name and expiry year stickers to folks that were full time (permanent party) and also to retirees. The red year sticker was issued every 2 years and we would lay them on top of the old sticker (or pull the old one off first). They were also color coded so the sentry knew who was an officer vs. enlisted as they came through the gate. They were required to render a salute to officers. High ranking officers had an additional sticker (O-6 and above) that identified their rank (eagle, 1 star, 2 stars) etc.
Then sometime after 911 they did away with these entry stickers and began the personal ID checks. More lanes and sentries now. Times have changed.
Not sure, but your red year sticker may have read 79/80? Remember, they used to issue them for 2 years. Hope this clears it up a bit.
