That could be Howard, depending on the spacing (location of the numbers) of the code. I took it that the valve stem was between the 7 and the 2 because of the space Thomas left in the code. I could have made an inaccurate assUmption. I can tell you I have seem SERVICE wheels produced in the late 1980s with two digit year codes.

Much more likely that it is July 23, 1978. Those would be extremely early 69 wheels if built in July 68.
