Jim, #3744856 is the 1959 support. Maybe a typo in your post? If the 1960 AIM shows a different one for the Top Tankers, then it's now clear to me there were 2 unique supports. Thanks for clarifying.
Terry, Yes only two 5/16"-18 bolts held each side of the skirt to the core support. Those and the lower center mount are the 3 mount points(6 fasteners) for the front of the car, along with the front outer bumper mounts as the bolts pass through the body with rubber mount cushions.
And yes, if they replaced the fender and possibly the skirt, they may have mis-located the holes for the skirt to core support attachment on that side. That certainly could alter the fender on that side.
Here is a similar "feature" of a '59 that was badly hit 40+ years ago. You can see the nose droop down on the Passenger side. More pics below showing the skirt to support during the time I replaced the nose with a hand laid piece of junk......
