This is a common problem with '62 - '65 FI units.
The choke shaft sticks usually because the venturi cone (through which the shaft passes) will, over time, begin to sag. Once the cone begins to sag, the multiple holes through which the choke shaft must pass no longer line up.
Different rebuilders have different solutions for this. With care and controlled force, the venturi cone can be persuaded to return to its original position. I prefer to re-bore the holes so they all align again. I also polish the choke shaft with 1500 grit paper.
Of course these operations are performed with the whole choke assembly completely disassembled. When re-installing the choke plate, it's important to ensure it is installed straight and doesn't catch on the interior walls of the venturi cone.
