My 67 convertible seat belt on the passenger side is stuck in the extended position. It no longer retracts the belt. What could this be a broken spring? Are parts available for this ?

Pull it apart and take a look. Possibly just stuck in the extended position.
To remove the plastic cover just heat it a little in the sun or with a hair dryer and then slide it off the seatbelt retractor assy. That exposes the spring in a plastic container. Pop the top and see if its broken.

when you find and correct the problem, wind the retaining arm 8 full revolutions to properly cock the spring for full retraction of the belt before you re-install the retractor....Comment

If you find that the problem is that your retractor springs are broken read on.
I have a very early 68 with retractors that are very similar if not exactly like the 67's. Both sides of mine had the spings broken.
I found a junkyard with a pile of 60's GM cars and the springs on almost every stlye of retractor were duplicates. I looked until I found a couple of dry interiors and salvaged 4 good springs.
