C1 Rear Cross Member Rivets

I am replacing the rear crossmember on my 1960. What tool or method is used to crimp the rivets to fasten the crossmember to the frame? Thanks for your help.

dolly the3 rivet head then peen the rivet tail with a ball peen hammer. mike

If you use a hand torch to get them red hot first , then holding a bar of heavy steel on the heads, then using a wibbit gun at the bottom using a flat wibbit chuck works great for me.
