Both painted or natural is acceptable for Judging purposes. It typically depends on the steering box. If the steering box is painted black the rag joint will be painted black (with some coverage) since it was done as an assembly and the same for unpainted.
I have typically seen unpainted on early original 67's- Top

My May 6th 1967 has the rag joint unpainted.
Don't know the p/n of the joint as my AIM is missing the first two pages of the steering section.

Thanks, I believe the AIM never had those pages. John Hinckely posted a while back the pages were not added to the 67 AIM, only in the 68 AIM- Top

The part number of the rag joint was never shown in the Assembly Manual, as it was a component part of the steering gear assembly as received at St. Louis.- Top
