Excess Carpet Bound Edge Material?

Does the excess carpet edge binding material get cut off or was it left in place from the original carpet manufacturer? I know the jack board bound edge excess needs to be folded back or "butted" against each other. The new rear carpet pieces all have excess binding material and I'm not sure if the factory left these in place and the current 1965 TGJM does not mention anything except for the jack board carpeting.
