Are the cups that the headlights go into painted? I see no sign of paint on them.

The early dual headlight rings (what you describe as "cups") were usually either zinc plated or stamped from pre-punch galvanized material.
I believe the GM spec may have called for either of the above or paint, at the option of the manufacturer. Starting in 1958 GM was using these things by the millions across all car and truck lines so there were likely multiple manufacturers. However, I believe the ones supplied to St. Louis, at least during the C1 era, were zinc or galvanized.In Appreciation of John Hinckley- Top
