1969 Tilt Telescopic Steering does not move in or out

My steering wheel will not move in or out when I unlock it. Any suggestions? What locks it in place? Any help appreciated.

Jerry, has the column been apart for anything lately? I know that under the horn button the release lever has a adjustment the generally requires re-positioning the screws to fully release or lock the telescopic. and the other thing is that the sliding tubes may just need some WD 40. should be a simple repair.

Thanks Edward, I have not been able to move it since I got the car several years ago. I will try to take it apart and see if I can figure it out.
