Gas tank filler neck part no 3972683 vs 3923690

What is the physical difference between the filler necks part no. 3972683 and 3923690. Filler neck 3972683 is for the NA9 option. I have 2 filler necks, one has a longer neck extending into the gas tank compared to the other filler neck.

The 3972683 is the one with the extension which extends below the flange. The 3923690 does not have this extension.
