    Hi Adam,
The brake light indicator is supposed to 'blink' / flash.
It should start out as solid but after it heats up a short while it should start blinking.
Perhaps you didn't wait for it to heat up and assumed it was incorrect?

      Adam,

The 1963 parking brake alarm lamp and the headlight indicator lamp are GE #257 flashing lamps. They flash after the bulb heats up for a few seconds and flash on and off to warn of brake or headlight bucket position.

I think these two bulbs were used in these positions from 63-66 year cars.

I'll bet if you remove the exisiting bulb, you will find a #57 bulb (they don't blink)

Believe it or not, it's the same GE bulb that was used for toy trains in the 50's, 60's and 70's. Search for train bulbs and the price will be much lower. I just bought a few on ebay.
