Are you seeing the flicker in photos or video? If video its because the frame rate used by the video camera is capturing LED tail lights that are driven with PWM (Pulse Width Modulation). It's explained in this thread. In most cases the human eye won't see the flicker, however if you move your eyes around quickly you might see some flicker.
The reason LED taillights are driven with a PWM signal is explained in detail here.
For many automobiles, the same set of LEDs illuminates both tail lights and brake lights. The LEDs must therefore operate at two different brightness levels: full brightness for braking, and 10% to 25% of that brightness (dimmed) for the tail lights. Dimming is best achieved with pulse-width modulation (PWM), which maintains the LED's color spectrum over its brightness range.
On a side note the company I work for makes lighting controls for RVs. We use PWM to dim the LED lights throughout the RV interior. In this case I've never noticed any flicker and I will say that using LEDs to light an RV interior can dramatically extend a batteries charge.
