That particular slot is for mounting the optional side pipes. Others are used for car carrier tie down, reference points, etc

The plate show below is welded in place via the slots. It reinforces the two piece main frame channel.

So installer/manufacturer could plug weld this piece. Plug welding is very common on such as frames

Those holes are plug weld holes and the metal inside reinforcement shown above is for the jack area.
