Did the factory install the rear bulkhead reinforcement and metal vent covers before or after the paint line?

Ah, Ha. Those are drains for the rear Astro Ventilation ducting. Now I understand. I was trying to picture something on the rear bulkhead. I never thought about the wheel housings.

John Hinckley would know best, but I would expect those (the drains and the rear bulkhead reinforcement) were installed in the body shop -- before any primer or paint.
