Harry,
If your belt go's from the bottom pulley, and only to the water pump pulley, W/O adjustment, then the water pump pulley needs to be loosned or off.
Then put the belt on the bottom pulley and over the water pump pulley and push the water pump pulley over the center shaft and tighten the pulley.
That's how my 67 is done and not sure if the 66 was the same BUT the book calls it "the water pump pulley" and that is the only funtion of the belt.
As far as size, I ordered mine and it fit just fine with the right tension.

As Dom said, you MUST remove either the WP or Crank pulley to remove or install the belt. I prefer the WP myself, easier to reach. There is no adjustment for the belt, just enough tension by design to turn the WP. Provided of course you have the correct belt. See below.

Note also, that if the WP pulley is a reproduction it WILL have an effect on which belt version is used(ie short or long), as I found out the hard way. On a '67 BB I replaced a (wobbly!) NEW repro WP pulley with a NOS pulley and had to change the belt again. I forget which I used but we kept both around for spares. BTW the vendor that makes the pulley admitted 2 years ago that their pulleys were wobbly.

edit, Harry, with AC the belt is GM# 3889374 so maybe this application doesn't have a SV & LV. Quanta link shows one version...
