Can someone tell me what this does. It has a date of 1972 stamped on the back and it was made by the C.E. Neihoff Co.

It looks to me and I believe its called a growler, (maybe a nickname) its used for checking / testing armautres in starters and generators when back in the good ole days those units were rebuilt and not replaced with a rebuilt one as everything is done today.1967 L79 Sunfire Yellow Black Leather Convertible- Duntov

It is a growler. It is also used for testing cast aluminum and copper rotors used in AC induction motors for both automotive and aerospace industry. Have one at our shop and it is used on a regular basis. Most often when we are having performance problems in our motors.
Faulty armatures and rotors will cause a growling sound and vibration in the part.John Seeley

My Brother-in-law owned a service station years ago and had this one lying around. He was going to toss it out so I saved it from the junk pile. A short time later I had a generator problem and used it to test the armature. It growled like crazy so it proved the armature was bad. I used it to test several armatures over the years. My friends can't believe I still have it.- Top
