Terry brings up an interesting thought as to interior colors and how they might affect this seat back shell design change. My other LS6 has red interior with this same (second) design and red is the rarest interior color with only 5.7% in 1971. You might think that possibly a less popular interior color might possibly use the earlier design, however neither of my cars are early VIN's.

The other possibility is that there was some kind of machine beside the trim line that snipped the opening as the seatbacks were installed to the seats. If that was the case then they all would have changed at one time.

The seatbacks may have come to St Louis unpainted, and all the trim pieces painted there as another possibility.

Interesting questions. We don't know what we don't know.

Here is a picture of a late 70 (July 3 body date) original seat back of a black vinyl interior. It has the wide cut-outs like the pictures of 71 seat backs.
