Carb ID tag date

I'm not sure about my dated ID tag and need some help with it. It's on a base motor '60 with an April build date. Did the tag dates for a '60 start in Sept. '59 or Jan. '60? 3 is for the 3rd week? The main body number is 0-1343 and top is 6-1396. Here's the tag and numbers.

According to the 58-60 Judging Guide, the F3 represents June and a year ending in 3; which doesn't make sense since the GM part number is correct and the WCFB model number is correct. The "O" or "0" is the Carter production line. I am looking forward to reading other comments on this.

Jerry, I think Joe is correct.I just had a tag made for my 63 carb.(3461 ). F= June ,3= 1963

Maybe the Carter employee that was making tags that day was half asleep and grabbed the 3 instead of the 0 stamp.

Or, more likely, it's a Service replacement carb made in June, 1963.
