1967 wheel wrench ?

Where the socket is attached to the arm, is that a rivet or a pin with a small cotter key, the repo's are rivets, the one with a cotter key has passed NCRS about 5 times without any questions????

The GM #3898172 wrench used a RIVET with a large flat head. The other end was center-peened.
