Is this supposed to be here?

Some pictures of the front crossmember on my October build 68. There is a metal tab welded to the top of the front edge of the crossmember. It is pretty much a mangled mess. Is there supposed to be a tab there? If so, what is the purpose? My plan now is to grind it off and leave it off. If it is supposed to be there and someone could send me a good picture, I probably could make one and weld it back on.
