Should I put some grease on the ball bearing in the retainers when I fit the headlights on the car?

The thick felt seal that goes next to the bearing should be saturated in engine oil (and drained until it stops dripping) prior to installation, as noted in the Assembly Manual; that felt seal lubricates the bearing.- Top

So just so I understand fully:
The bearing balls should not rotate in the aluminium holder, it should only rotate on the axle (on my inner and outer axles these are pretty tight (probably due to a little rust and pitting) so I thing there is a need I need to sand the axles a little so they rotate freely)...Rob.
