On a 64 fuelie, I took mine off but failed to note the orientation. There is a triangular boss with the word UP on it which I think would be drilled, etc for a true heat riser valve. I think this boss goes toward the front but not sure. Does anyone know?

Makes no difference - any of the three possible orientations are "correct".- Top

If you wanted to emulate the normal position used on say a L-75's or L-76's, that boss would go toward the back and would be where the weight and spring would be. I replaced my valve for a fuelie spacer some time back after I rounded out the inside to remove a little restriction. I used to wire open the valve as we seldom need it here in Florida, but it was difficult because the shop that replaced my exhaust system back in the early 90's positioned the valve with the weight and spring toward the front. It worked well, but I got tired of fighting with it in the spring and fall.
