In the Netherlands in some cases the Dutch RDW (equivalent of the DMV) allows for some cars the usage of small plates. This is especially for imported older cars where there is simply no way to stick a normal, wider plate. For new models the demand it is incorporated in the design to fit the standard European plate. That is why you see different model for the European markets build for the same car (see the rear end of my C5 in the attached picture, the car is an official German delivered car).
