Can anyone tell me whether or not the mounting brackets (two pieces on each side) which bolt to the large flush mounted support plate (mounted directly behind the seat on the body) are supposed to be painted interior color? These two brackets hold and support the soft top frame.

Yes, they should be interior color, like the ones in the photo below (the bolts in that photo should also be interior color).
