Black Plastic Panel - Need Help Identifing

The panel is approx. 10" x 4" and has a tab with a fastner hole at one end and a fastner hole at the other with a large U shaped cutout. There is a raise number 3956189 on the panel with an upper case B directly below it. I have no idea where it goes. As always, thanks. Clark

only part I can think of is the panel that screws under the steering column.
goes below the column and fills in the dash across the botom...

That's what it is. It's the dash panel mat cover applicable to 1969-72 Corvettes. It is shown on UPC 1, sheet D9 for 1969-72 Corvettes.

Thanks Bill and Joe. I found the illustration. The shop that replaced the windshield frame removed the dash without any documentation and as I re-install it, parts are showing up I haven't seen before. Are the two fasteners holding the cover panel rubber "plugs"?
